ADM Aéroports de Montréal, the airport authority for the Greater Montréal area, is responsible for the management, operation and development of YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel. As a not-for-profit, community-based corporation, ADM values public engagement and would like to collect comments on the projects listed below. We invite you to participate by clicking on the project of your choice

 

Proposal of new scenarios for operations during restricted operating hours - Citizen consultation

 

ADM is launching a citizen consultation on the proposal of new scenarios for operations during restricted operating hours at YUL.

Reducing operations outside of operating hours is a priority for ADM. Over the past two years, ADM has been working on the development of new operating scenarios based on certified noise levels rather than aircraft weight. This is one of the key actions of the Soundscape Action Plan.

Montréal-Trudeau is the first airport in North America to propose this type of scenario. This forward-thinking initiative, based on international best practices, aims to provide more flexibility to certified quieter aircraft while reducing the noise impact on surrounding communities. This revision takes into account the technological evolution of the industry and the improvement of the acoustic performance of aircraft.

Your participation is crucial in shaping these solutions and ensuring a sustainable future for the airport and the surrounding community.

As part of this consultation, ADM will hold an open house event on May 9, from 2:30 p.m. to 7 p.m., in the conference rooms on the 2nd floor of the YUL Montréal-Trudeau terminal. See the Soundscape Newsletter for more information on this event.

 

Air Movements and Passengers

The significant increase in passenger numbers does not translate into an increase in the number of air movements. Over the past 20 years, air movements have remained relatively stable despite a continued increase in passenger numbers. This is due to a higher load factor and the use of larger capacity aircraft.

Restricted Hours of Operation - Present Situation

  • YUL operates 24/7: light aircraft (less than 45,000 kg) can take off and land at any time.
  • Night restrictions – aircraft over 45,000 kg: no take-off between midnight and 7 a.m. and no landing between 1 a.m. and 7 a.m., with some exceptions.
  • ADM can grant exemptions for medical emergencies, delays beyond the carrier's control, adverse weather conditions and for some scheduled flights.
  • Strict policy to minimize exemptions.
  • These measures are essential to reduce the noise impact at night while preserving the operational capacity of the airport.

 

Restricted Hours of Operation - Proposed New Scenarios

Basic Principles

Period without scheduled flights: Introduction of a time slot with no scheduled flight activities. No flights except for emergencies and for one-off exemptions (e.g. medical emergencies, weather conditions, mechanical checks).

Summer/winter scenarios: Adaptation to seasonal variations, taking advantage of conditions with windows closed in winter for better sound insulation.

Abolition of pre-approved exemptions: The new scenarios limits the pre-approved exemption process. Currently, some flights have pre-approved exemptions. For example, some flights making a double rotation to a southern destination in winter have a scheduled departure between 6 a.m. and 7 a.m.

Categorization of aircraft according to their noise footprint: Implementation of restrictions based on the certified noise level of aircraft according to ICAO (International Civil Aviation Organization) standards.

 

Aircraft Categories

Classification of aircraft into five categories: Based on ICAO Certified Noise Level (EPNdB), with specific aircraft types for each category.

*Assigned categories will be determined based on the certification of each aircraft based on its characteristics and configuration.

 

Rigorous Noise Measurement: Performed at specific points during takeoff and approach and adjusted for the tone and duration of recorded sounds, expressed in EPNdB for increased accuracy compared to standard dB(A) measurements.

Proposed New Restricted Hours of Operation

Hours of operation based on noise footprint: The noisiest aircraft (Category 5) are already restricted at YUL, the restriction period will be increased to between 11 p.m. and 8 a.m. Then, restrictions apply depending on the season and the categories of aircraft. For example, Category 4 aircraft are restricted in the summer between 11 p.m. and 7 a.m. and in the winter between midnight and 7 a.m. Finally, the most efficient aircraft can operate from 6 a.m. to 1 a.m.

Period with no scheduled flights: From 1 a.m. to 6 a.m., no scheduled operations are permitted except in cases of emergency, or due to delays beyond the carrier's control. This includes general aviation flights.

Gradual start of morning operations: Starting at 6 a.m. for categories 1 to 3, at 7 a.m. for category 4 and at 8 a.m. for category 5 aircraft.

 

Next Steps

Following the consultation process with citizens and airport aviation stakeholders, Transport Canada will be seized of the file in order to approve the scenarios that will then be published in the Canada Air Pilot (CAP). The new scenarios could be implemented from 2026.

The scenarios that are proposed today are built on technological advances, designed to accommodate a generation of acoustically efficient aircraft.

With a forward-looking perspective, we aim to:

  1. Welcome the quietest aircraft at YUL.
  2. Reduce greenhouse gas emissions, taking an active part in the fight against climate change.
  3. Establish a period without scheduled flights.
  4. Adapt our operations to seasonal variations with distinct summer and winter scenarios, reflecting changing needs throughout the year.

Master Plans 2023-2043

1.  Why is ADM Aéroports de Montréal holding a public consultation?

ADM Aéroports de Montréal, the airport authority for the Greater Montréal area, is responsible for the management, operation and development of YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel under a lease signed with Transport Canada in 1992 that expires in 2072. As a not-for-profit, community-based corporation, ADM values public engagement. The views of citizens and airport users will help create a long-term strategy that will serve as a framework for future planning and development activities, while maintaining the flexibility needed to respond to changing conditions in our industry.

 

2.  What are the stages of the public consultation process?

ADM will roll out this public consultation process in four phases over the next few years. Here are the main stages:

  1. Public consultation specifically focused on the future of YUL via an online platform available now;
  2. Publication of a reflection document on the major development challenges facing YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel, and stakeholder consultations for each site;
  3. Development of two preliminary Master Plans and validating them with stakeholders;
  4. Submission of final Master Plans and approval by the relevant authorities.

 

3. What is a Master Plan and what are its objectives?

A Master Plan sets out the airport's long-term vision and major development directions. A number of development and modernization projects are derived from these major directions. Its objectives include:

  • Provide a framework for long-term planning (20 years);
  • Graphically present the preferred airport development concepts;
  • Define the purpose and need for development projects;
  • Meet all regulatory requirements;
  • Enable the airport to fulfill its mission;
  • Ensure that development is compatible with the Land Use Plan (LUP);
  • Identify facility requirements for all airport users.

 

4. What needs to be defined in this 2023-2043 Master Plan?

For the 2023-2043 Master Plan update, the main elements to be defined are as follows:

  • How to accommodate growth in passenger and cargo volumes;
  • How the needs of stakeholders and the communities served by YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel will be met in the future;
  • How tomorrow's airports will need to modify their facilities to meet decarbonization and resilience to climate change targets;
  • How to achieve ADM's key strategic objectives for the development of its sites.

 

5. What are the defining characteristics of a successful Master Plan?

  • Environmental compatibility: The plan must minimize potential environmental impacts.
  • Financially feasible: Implementation of the plan’s investment projects must be consistent with identified needs and the ability to obtain available funding.
  • Balanced: The plan must maintain a balance between the airport’s development needs and the impact on the community.
  • Technically sound: The plan must meet regulatory requirements and be capable of being implemented efficiently and cost effectively.
  • Responsive: The plan must be responsive to the physical and operational needs of stakeholders.
  • Adaptable: The plan must take account of changing industry dynamics.

 

6. Why is it so important to plan the airport's long-term development?

The Master Plan is a key planning tool that guides the improvement, modernization and long-term development of the facilities under ADM’s responsibility. It defines the general framework within which each of the airport’s functions can be carried out in the most efficient and safe manner.

 

7. What is VOX and why did you choose this branding?

ADM is drawing on best practices in public consultation to develop its 2023-2043 Master Plan. A tailored engagement approach, VOX, has been created to ensure that citizens and airport users can easily participate in this planning. For the sake of clarity, all public engagement initiatives related to the development of the Master Plan will be grouped under VOX.

 

8. How will my opinion be taken into account?

Your input is vital for updating the Master Plan. As part of the first stage of the process, a general public consultation has been launched, focusing specifically on the future of YUL.

To ensure compliance with its environmental-performance and sustainable-development objectives, ADM takes environmental impacts into account in the design, construction and operation of its various infrastructures. In keeping with that commitment, ADM encourages all of its business partners to contribute to the achievement of its objectives and, generally, to mitigate the environment impacts of construction work.

To that end, all facilities alteration projects put forward by ADM as well as by tenants and concession operators are subjected to evaluations to ensure that environmental-protection criteria are included.

Proposition de nouveaux scénarios d'opération pendant les heures d’exploitation restreintes - Consultation citoyenne

 

ADM lance une consultation citoyenne sur la proposition de nouveaux scénarios pour les opérations pendant les heures d'exploitation restreintes à YUL.

La diminution des opérations à l’extérieur des heures d’exploitation est une priorité pour ADM. Au cours des deux dernières années, ADM a travaillé à l’élaboration de nouveaux scénarios d’opérations basés sur les niveaux sonores certifiés plutôt que sur le poids des avions. Il s’agit d’une action phare du plan d’action sur le climat sonore.

Montréal-Trudeau est le premier aéroport en Amérique du Nord à proposer ce type de scénario. Cette initiative avant-gardiste, basée sur les meilleures pratiques à l’international, vise à offrir plus de flexibilité aux avions certifiés moins bruyants tout en réduisant l'impact sonore sur les communautés environnantes. Cette révision tient compte de l'évolution technologique de l’industrie et de l’amélioration de la performance acoustique des avions.

Votre participation est cruciale pour façonner ces solutions et pour assurer un avenir durable pour l'aéroport et la communauté environnante.

Mouvements et passagers

L’augmentation importante du nombre de passagers ne se traduit pas par une augmentation du nombre de mouvements aériens. Au cours des 20 dernières années, les mouvements aériens sont demeurés relativement stables malgré une hausse continue du nombre de passagers. Ceci est dû à un taux de remplissage plus élevé et à l’utilisation d’avions de plus grande capacité.

Heures d’exploitations restreintes - Situation actuelle

  • YUL fonctionne 24/7 : les avions légers (moins de 45 000 kg) peuvent décoller et atterrir à tout moment.
  • Restrictions nocturnes – avions de plus de 45 000 kg : interdiction de décoller entre minuit et 7 h et d’atterrir entre 1 h et 7 h, sauf les cas d’exceptions.
  • ADM peut accorder des exemptions pour des urgences médicales, des retards hors du contrôle du transporteur, des conditions météorologiques adverses et pour certains vols réguliers.
  • Politique stricte pour minimiser les exemptions.
  • Ces mesures sont essentielles pour réduire l’impact sonore nocturne tout en préservant la capacité opérationnelle de l'aéroport.

 

Heures d’exploitations restreintes - Nouveaux scénarios proposés

Principes de base

Période sans vols planifiés : Introduction d'une plage horaire sans activités aériennes programmées. Aucun vol excepté les urgences et les exemptions ponctuelles (e.g. urgences médicales, conditions météorologiques, vérification mécanique).

Scénarios été/hiver : Adaptation aux variations saisonnières, profitant des conditions avec les fenêtres fermées en hiver pour une meilleure isolation sonore.

Abolition des exemptions préapprouvées : Les nouveaux scénarios limitent le processus d’exemptions préapprouvées. Présentement, certains vols bénéficient d’exemptions préapprouvées. Par exemple, des vols effectuant une double rotation vers une destination vers le sud en hiver ont un départ cédulé entre 6 h et 7 h.

Catégorisation des aéronefs selon leurs empreinte sonore : Mise en œuvre des restrictions basées sur le niveau de bruit certifié des avions selon les normes de l'OACI (Organisation de l’aviation civile internationale).

 

Catégories d’aéronefs

Classification des aéronefs en cinq catégories : Basées sur le niveau de bruit certifié par l'OACI (EPNdB), avec des types spécifiques d'aéronefs pour chaque catégorie.

*Les catégories assignées seront déterminées selon la certification de chaque appareil en fonction de ses caractéristiques et de sa configuration propre.

 

Mesure rigoureuse du bruit : Réalisée à des points précis lors du décollage et de l'approche, et ajustés en fonction de la tonalité et de la durée des sons enregistrés, exprimées en EPNdB pour une précision accrue par rapport aux mesures standard en dB (A).

Nouvelles heures d’exploitation restreintes proposées

Heures d’opération basées sur l'empreinte sonore : Les avions les plus bruyants (Catégorie 5) sont déjà restreints à YUL, la période de restriction sera augmentée, soit entre 23 h et 8 h. Ensuite, des restrictions s’appliquent selon la saison et les catégories d’avions. Par exemple, les avions de Catégorie 4 sont restreints l’été entre 23 h et 7 h et l’hiver, entre minuit et 7 h. Finalement, les avions les plus performants peuvent opérer de 6 h à 1 h.

Période sans vols planifiés : De 1 h à 6 h, aucune opération programmée n'est autorisée sauf en cas d'urgence, ou à cause de délais hors du contrôle du transporteur. Ceci inclus les vols de l’aviation générale.

Reprise graduelle des opérations matinales : À partir de 6 h, reprise pour les catégories 1 à 3, à 7 h pour la catégorie 4 et à 8 h pour la catégorie 5.

 

Prochaines étapes

Suite au processus de consultation avec les citoyens ainsi qu’avec les intervenants aéronautiques de l’aéroport, Transports Canada sera saisi du dossier afin d’approuver les scénarios qui seront par la suite publiés dans le Canada Air Pilot (CAP). La mise en application du nouveau modèle pourrait être à partir de 2026.

 

Consultation

Les scénarios qui sont proposés aujourd'hui sont bâtis sur les avancées technologiques, conçus pour accueillir une génération d'aéronefs performants au niveau acoustique. En adoptant une perspective tournée vers l'avenir, nous visons à :

  1. Accueillir les avions les moins bruyants à YUL.
  2. Réduire les émissions de gaz à effet de serre, prenant part activement à la lutte contre le changement climatique.
  3. Instaurer une période sans vol planifié.
  4. Adapter nos opérations aux variations saisonnières avec des scénarios distincts, été et hiver, reflétant les besoins changeants au fil de l'année.
